Only administrators can access the Admin App from the Learner App. If you have not been granted admin permissions set from the tenant administrator (the FortiCloud/FortiCare account used to initialize the service and enter the licence information), you will not have access to the Admin App.
How to access the Admin App
1) To Access the Admin App, any user with admin permissions (the Tenant / Super Administrator or Sub Administrator), can access the Go to Admin item from the avatar drop down menu:
